It is 2009 October 31st for the renewal of factory licence for the year 2010(Jan to Dec).It may be submitted within 31st Dec with penalty.for the quantum of penalty please see the Factories Act - rules applicable to your state.

Last date for deposit of fees and renewal of Factory License both is 31 oct for next year. You can see it on The Factories Act, 1948 also.

You better check up when it was issued . Last date for renewal will be one month before the expiry date /validity date written/mentioned on it.

As per the A.P. Factories Rules 1950, Read Rule No. 6. PAYMENT OF ANNUAL LICENCE FEE OR FOR A BLOCK PERIOD OF THREE CALENDER YEARS:
(1) Every licencee shall, before the commencement of any calender year, pay the annual licence fee of such amount as is prescribed in the Schedule to this Rule for each calender year or three times the Annual Licence Fee prescribed in the said Schedule in case, the occupier prefers to pay for a block period of three calender years at a time during any part of which the licence fee is valid:
Provided that for computing the quantity of power, for the purposes of this rule, the power for the plant and machinery used in the manufacturing process only shall be taken into account and no account shall be taken of the power for lighting, or for any office equipment or appliances. The total installed horse power of plant, Machinery and equipment or the captive generation of power which ever is higher shall be taken into consideration.
(2) If the prescribed annual licence fee is not fully paid within the prescribed period in sub-rule (1) , simple interest at two percent per month or part of a month shall be payable on the part of the fee not paid from the first day of the calender year till the last day of the calender month in which the fee together with interest is paid.
Provided that the Chief Inspector may, if satisfied that there is sufficient reason for the non-payment of the annual licence fee within the specified time prescribed in sub rule (1), by order in writing, waive the interest specified.
PAYMENT OF FEE:
Rule No. 11. (1) Every application under these rules for which a fee has been prescribed shall be accompanied by a treasury receipt showing that the appropriate fee has been paid into the local treasury under the head of account No. 0230 Labour and Employment 104, Receipts under Labour Laws - Fees realised under the Factories Act, 1948.
(2) If an application made under these rules is rejected, the fee paid shall be refunded to the applicant by the Inspector or Chief Inspector with in thirty days of the date of order.
In Andhra Pradesh the Licence can be renewed in the month of December.
The Act and Rules deffer from State to State.
