You need to ask the person who is doing the job as to what are his KPAs if you interact with them you will be able to find out KPAs.

First of all you take a job discription for the same position, and sit with the head of that department and deside which are the main areas where individual has to perform highest that will be individual's kpa and for compliting the same fixed criterieas ( where individual's have to perform as per that criterias that is the kra.
