I need to share an e-mail with an employee, stating his notice period is increased from 30 days to 6o days. Also, need to update the employees that the company is benchmarking the same for all Managers working in the organization. Can anyone help me with a format?

This has direct relevance to the terms & conditions of the Appointment order & other service conditions. Though you can issue a letter quoting specifically the clause No. and the existing and to be amended clause the employee(s) also will have the option either to accept or decline, though practically employee(s) ultimately agree to the amendment. It's better to write a letter appropriately instead of mailing to the concerned.
You may issue the letter as follows/in these lines with suitable modifications:

" Dear Mr./Ms...
As per the decision taken by the Competent authority the following clause of Appointment letter Ref.No. dt..... issued to you for joining in our Co. stand modified/amended with immediate effect/w.e.f..........:
Clause No.....as existing Clause No. stand modified:
Notice Period: Notice period:
(Quote from the appointment letter) Clause No.,,,
......60 days from the date of acceptance
of your resignation letter, if any......
This letter is issued in duplicate. You are hereby directed to return copy of this letter within.....days of receipt of this letter, duly endorsed as " Understood amendment conveyed to me & Accepted the modified
clause reg.60 days Notice period applicable w.e.f....."
(Signature of the employee )..........."
Failing which it would be construed that you don't have any objection to the above modification, unconditionally and you will not raise any dispute over the matter in the future.
