In my present Org Mgt has made it mandatory to serve 3 months notice period . If an employees is not serving 3 Months NP , HR will not issue relieving letter and will not give experience letter as well, beside this legal action will also be taken against dual employment & absconding.

Hi,
If organisation is mandating notice period of 3 months than you should follow the same, you can check with company HR for buyback option of notice, or you can go for a humble request to senior management by keeping in loop of HR. HR is following what they made for every staff member (HR will also follow the same rule at the time of resign), without get relieve from one organisation and join another one would be consider as dual employment and this is illegal.
