It will be part of taxable income, depending if it is paid along with salary or not. If you are paying it as reimbursement through voucher then it may not be part of annual income thus not attract any tax for it.

Please understand that as far as Income tax act is concerned any in the name of allowance is taxable as provision of the act. If it is part and parcel of the salary, then whole allowance including salary is taxable.
As per Mr.Manojkamble, if it is reimbursement claiming after payment of Telephone charges by you, is not taxable.
