I am IT manager in MNC , I were looking for internal transfer to shift back to my home location, I am getting an opportunity as IT Engineer in same company Should i accept this offer ?

This is purely at your discretion to choose the best one... As you said that you are at present in a position of manager , just becoz you are getting an opportunity to re locate to your home town you are accepting the position of engineer,. Dont you think you are degrading your position level & the quantam of work which you are performing at present... Friend you should try to look to upgrade your position level & try to increase your knowledge in your domain rather than to get degraded.
Stick to your aim....if you have planned for it... Dont you want to be placed as a CTO in one of the MNC ... Homely sickness can restrict you to achieve your desired goal.. AFTER ALL TO GAIN SOMETHING YOU HAVE LOOSE SOMETHING.
So again its purely your decision... YOU ARE BEST DECISION MAKER THAN ALL......
