Hope you are in HR Dept. It is better to practice good communication skills - written and verbal both as it is essential not only for HR but for every job.
I can provide you guidelines for circular. However, it will be appreciated if you henceforth try to draft the circular on your own and then ask for any changes/ improvements etc. from the senior members of Cite HR. It will enhance your ability in drafting.
