Dear Vickyanu,
It seems to me from reading your both the posts that you are still in service.
Please note that, PF withdrawal is possible by member only on leaving the employment and not joining any employment within 2 months time immediately after leaving it or on retirement.
For PF withdrawal, member needs to submit following forms to RPFC through his employer after lapse of 60 days of leaving the employment.
1. Form 19 for PF account
2. Form 10c for your EPS account.
While you are in employment, you are entitled for advance payments against your PF accumulations under some conditions for certain reasons. You need to apply for Advance in Form 31 through your employer.
