1) What is the difference between Inquiry Authority & Disciplinary Authority?
2) What is correct time to provide list of witnesses & list of documents to the accused / deliquent employee ?

Dear Prashanth,
Disciplinary Authority is the person empowered to initiate disciplinary action against erring employees and award punishment accordingly.
Enquiry Officer is a person selected from among the employees higher in rank or status of the delinquent or an out-sider well-versed in domestic enquiry procedures and appointed by the disciplinary authority to enquire into the charges framed and submit his findings.
Along with the enquiry notice or at least during the first hearing itself the list of witnesses to be examined and the list of documents to be relied on should be provided to the accused/delinquent.
