Hr Policies - Doc Download

few days back I had joined one Private Limited, there they dont have proper hr department, so my boss had given me my first assignment to set up a hr policy and manual for a company......but I am really not getting a start or how to proceed...........I will be obliged if any one could help me out as soon as possible......
