Dear Mr. Kasif,
Would you mind suggesting your colleague to have discussions with his HR and secure relevant information. One must follow respective country's LABOUR LAWS.
To my knowledge, as per company policy, employee need to serve NOTICE PERIOD minimum ONE MONTH. To join other local employer, you must need NOC from your current EMPLOYER.
Your friend will be receiving GRATUITY i.e. FULL & FINAL SETTLEMENT.
Secondly,
1) whose visa was renewed 6 months ago?
2) Who had received new offer?
- Kindly be specific while posting your query and moreover, why don't your friend post his query directly in this forum?
- What is the major purpose in communicating behalf of your friend?
With profound regards

Dear Mr. Kasif,
There must be someone to answer his queries. He should talk to the whom he is reporting to. Every organisation has it own hierarchy. He has to follow the procedure for getting himself relieved after completing all formalities.
There is way to get things done. Ask you friend to invest efforts to secure his new job.
With profound regards
