First examine that which of the Act relating to grant of CL is applicable to your establishment & then go through leave provisions in that applicable Act to have knowledge on grant of casual leaves.

Dear Intellectuals,
Factories Act doesn't speak about Casual Leave at all. If you find any Section/Rule in Factories Act/Rule, please post it here.
Shops & Establishment Act describes - CL - 12 days, SL - 12 days and PL - 12 days.
Moreover in some Factories some people are naming the EL as PL. As per Factories Act it should be called as Earned Leave since we are earning the leave for every 20 days of work performed by us. Maximum a person can get 15 days EL in a year if he joined that Factory on 1st January. PL is Previlege Leave wherein Shops & Establishment Act is applicable and in Corporate Sectors they use this term.
As a gentleman said, he has to refer his particular State's Service Rule.
