Hi ,
Human Resource is directly related to the business. So to my opinion, managing the human resource and get the work done through various means is the resp of an HR. And he is not directly related to the management . He is the person, who motivates them, create a good environment , handle the issues etc.. which in turn bring the work and enthu in a employee which results in good business, An HR acts as a mother of all employees.
