Is this a "hypothetical" question, or did your employer actually write what you allege is "negative feedback" despite your comment that there was no misconduct reported against you?

The employer has the option to mention the service as satisfactory or otherwise. There is no real legal option in the matter, it is the relationship of the employee with the senior officials. The official concerned cannot be forced to give a favourable remark, but entreaties would help.
