I am working for a Japanese auto MNC that is involved in the manufacturing of ancillary power equipment also. This year the HR has initiated a new role-based promotion scheme, the details of which are not known to us. When discussed with the department manager as to why I have been denied promotion and a decent increment, the reason offered was that I am not able to achieve my targets. The department management lacks leadership skills and abdicates the job responsibilities. This has been going on for 7 years. Though the matter was brought to the notice of the HR, no tangible results is seen; the same department hierarchy continues to exist with no changes in the past patterns.
Should I discuss this matter with the regional head office located overseas HR personnel?
Please advice.

So are you telling us that you have willingly stayed there and put up with bad management for seven years?

Surely it is time to consider your options and start looking for other opportunities where your skills might be better appreciated.

I think if you were to approach regional head office, then you would need a strong case to back up your claims. Do you have hard evidence of the problems with management, e.g. lack of leadership skills and abdication of responsibliities? Can you prove that you have achieved your targets?

Difficult to believe that a Japanese company will tolerate the incompetency pointed out by you for seven long years. Since you have been denied promotion, you may as well represent against it. Instead of blaming the superiors, perhaps highlighting your role and efforts would have some positive effect.
