Dear Pankaj Tiwari,

The mode of working, i.e., Work from Home (WFH) or the Work from Office (WFO) has no bearing on the leave eligibility of an employee. Both are independent.

Whatever the mode of work may be, the employees are eligible to get the leave as per the provisions of Shops and Establishment Act of your state. You can give more days of leave than the prescribed act but not less.

Probably your company is under the impression that since the employees work from home, they enjoy relaxation anyway. Therefore, let us reduce their privilege by a few days of leave. However, please be clear that there cannot be a trade-off between leave eligibility and mode of working.
