You may fix the wages as per the minimum wages notification issued by the state government as applicable to your industry and for the skill category.

Why should you have a split in a salary and that of Rs 16000 only? If your minimum wages comprises of Basic and Variable Dearness Allowance, then allocate the same amounts under these components and put anything in balance under any component like Conveyance allowance, HRA etc.
