As far as Minimum Wages Act 1948, the provisions are applicable only for the listed scheduled establishments. To my knowledge, there is no listing of " Heavy Equipment" type of industry in schedule.
Hence for all your Office you may follow the Minimum Wages applicable for Shops and Establishments
For your Service Outlets if it is a Factory type then better to follow the " Automobile Engineering" minimum wages which might be closer to your type of organization. If these service outlets are not coming under the " factory" as per Factories Act, then you may adopt to the minimum wages applicable for Shops and Establishment for all.
You may kindly cross check this with the Labour Enforcement Officer of your area for better understanding and to align the Inspecting Authority to this effect.
