Dear Rahul,
Place of work of the employee decides jurisdiction for all statutory claims and employment benefits irrespective of the number of employees in a particular location situated outside your head office.
If the single employee is required normally to stay and work at the place outside the State as per the terms of his contract of employment, he should be paid at the minimum rates of wages of that State only if it is more than the rates of wages mentioned in the contract.

Company is under the obligation of fulfillment of all statutory and regulatory activities. Also it is important to know that after certain threshold of number of persons the statutory obligations are manadatory.
Therefore minimum wages applied to a single employee working in other state must be considered for minimum wages which are higher.
However to avail facilities like esic, at work location, company has to opt for taking sub code of that state.
