Any Law passed by the Parliament or any State Legislature after its Presidential assent will come into force on a notification by the Central Government or the State Government concerned respectively. But the enforcement of an Act is not possible without framing Rules under it. Since labour is a subject falling under the Concurrent List, in respect of any Central Act, both Central and State Governments have to frame their own Rules. Since most of the States are yet to complete the framing of their State Rules under the Code on Wages, 2019, enforcement notification is getting delayed; that's all.
