New Rule: According to the new labor laws that will be going to implement from April 1, rules have been set by the Central Government to make canteens necessary for employees in companies in the country and to appoint a Welfare Officer to implement government schemes strongly. The government is preparing to implement these new rules from April 1 across the country.

It is totally fake news only, before we go deep in this subject you need to understand how four labour codes formulated by GOI will cover the all Labour laws.
With regard to welfare officer and no of employees for canteen are all the same like before in Factories Act.
Welfare officer to be appointed for 500 or more employees and canteen facility to be extended for 250 or more employees in any factory or establishment.
