Kindly suggest to take disciplinary action about the person who frequently absent without prior information and company is suffering with double overtime

It is for your management to decide as to disciplinary action and quantum of punishment.
If the person is frequently absenting from duty, why the disciplinary action is not taken?
It is suggested that, if you have not initiated any disciplinary action till now, as a first instance,
you may call him and advise him /warn him to desist from such practices. If he is repeating the
act, you may issue a warning letter. Then again if he is repeating and no improvement is observed,
you may issue SCN (Show cause notice) or even Charge sheet.
After the above, there shall be procedural steps.
But, you may first initiate action based on above,
and give further feed back - after which rest course of action shall be discussed.
