Dear Seniors, Can anybody suggest how can I segregate the contract employees to Unskilled, Semiskilled, Skilled & Highly Skilled. Is there any specific GO? Kindly suggest.

Creating a structure of workmen by classifying them further into different categories such as Skilled, Semi-skilled, Unskilled and Highly skilled has been a bit confusive so far. But it is no more as such because of the definition clauses of such words in the draft Code on Wages ( Central ) Rules,2020 with reference to the occupations in which such employees can be engaged:
The terms have been defined as follows under the above draft Rules:
(1) Rule 2(j):- "Highly skilled occupation" means an occupation which calls in its performance a specific level of perfection and required competence acquired through intensive technical or professional training or practical occupational experience for a considerable period and also requires of an employee to assume full responsibility for his judgement or decision involved in the execution of such occupation.
(2) Rule 2(t) :- " Semi-skilled occupation" means an occupation which in its performance requires the application of the skill gained by experience on job which is capable of being applied under the supervision or guidance of a skilled employee and includes supervision over the unskilled operation.
(3) Rule 2(u):- " Skilled occupation" means an occupation which involves skill and competence in its performance through experience on the job or through training as an apprentice in a technical or vocational institute and the performance which calls for initiating and judgement.
(4) Rule 2(v):- " Unskilled occupation " means an occupation which in its performance requires the application of simply the operating experience and involves no further skills.
Thus in the light of the above definitions of the draft rules on the Code of Wages, we can easily arrive at the classification of employees as follows:
(1) Unskilled: Those employees/workmen involved in jobs of mere operation with some experience only.
(2) Semi-skilled: Those employees with some skill gained by on the job experience to be engaged in an occupation which is to be performed under the supervision or guidance of a skilled employee and includes the supervision over the unskilled occupation.
(3) Skilled: Those employees with on the job experience or undergone apprenticeship training in any technical or vocational training institute to be engaged on jobs which involves initiating and judgement.
(4) Highly Skilled: Those employees with intensive technical or professional training or considerable practical experience to be engaged on jobs which require specific levels of perfection and involve independent judgement to render accountable for their execution.

Over and above what Mr. Umakanthan M has been explained, I would like to add that there is list of jobs( exhaustive) attached to Wage Code Central Rule which my help to find out the job skill.
There may be other methods as follows:-
1. Determination of job skill instead of employee skill and the person engaged in the same job will be accordingly in that category - USK, SSK, SK or HSK. There are experts available in the market who will go in to the details of the of the jobs to identify its skill differentiation.
2. In majority organizations, contract labours are engaged with similar nature of jobs with the permanent people . If there is already skill differentiation of permanent employees, the contract labour will be in the same skill category accordingly.
