HRA- Under the minimum wages act in Maharashtra ( Shop & Establishment) HRA is applicable 5% on Basic + DA as per govt. rule.
In our company, they start HRA payment from 05.12.2019. I am working since 2012 under the minimum wages act (Shop & Commercial establishment.)
So, How to claim my previous HRA allowance from (From the date of joining ) the employer??? Give me the idea for the Holiday & CL PL facility for the above-said categories of employee

when any establishment opt to pay consolidated wages, then it is just to ensure that sum of all components are not lower than the govt prescribed minimum wages aggregated, bifurcation of wages in different components is just mathematical terminology
if the establishment opted to pay some component then they must has consolidates it from some other part or component, as CTC is the backbone of any industry and it can not get exceeded by any manner, as the revenue outflow without any limit will effect the establishment adversely
for balance things, the employee has to get the issues discussed with HR or management regarding EL/CL/PL as it differs from each establishment dependent on manpower size and nature of industry
