ESIC Non implemented area is notified by the ESIC department only, and if the establishment opens a branch in non implemented zones ( area) then they have to apply for ESIC and department communicates the "non implemented" zones for the specific establishment branch. but they take summery of employees working in the specific branch, and when it got notified for coverage, they contact again and ask to register for ESIC benefits
if the muster roll and payment register is maintained at HO and no such branch details under intimation to ESIC is maintained, then it is deemed that employees belong to HO zone, and they may claim contribution on wages paid
