I work in a XXX as Credit Support Officer. My Branch Manager has issued an office order instructing to perform a job that is not part of my defined role and responsibility or KRA. We are scored on KRA and given CDS marks that are essential for a job promotion. Now BM is forcing to do work which is part of branch operations, it will negatively affect my CDS. My query is
1) Can I defy the office order?
2) If yes what should be my response? How should I approach the issue?

Rather than saying "no" to a non-KRA work, will it be better if you put up application for the revision of the KRAs and assign KRA for the non-KRA work also.
If you say to "No' to the Branch Manager, he/she may consider it as defiance and you may attract his disfavour. Therefore, the issue has to be handled diplomatically.
In Hindi there is a proverb "saap bhi mare aur laathi bhi naa tute". Explore doing something there you maintain good relationship with the BM but get rid of the non-KRA work.

As pointed out by Divekar Sir, defiance of Office Order tantamount to insubordination with its unpalatable consequences. The work allotted falls outside the existing KRAs is not a sufficient justification for not doing it. The absence of the KRA is rectifiable during mid term review and may be due anytime now as half year is fast finishing off. Hence it is not a worthy reason to avoid the work.
Due to the current pandemic situation business scenario has changed a lot and the way things are done has undergone tremendous transformation. .
One of the qualities being looked for assigning managerial responsibilities is the flexibility or ability to adjust to the change. So for all these reasons it is better to adapt to the changed requirements and make the best out of the situation.

For every promotion the employee's all over performance in all the given different job works. So it is advisable follow the new job work irrespective of career points already gained.
They won't go away. Yours good performance is already recorded and reported. Now the management is testing yours loyalty and commitment towards work in that company. This is part and parcel of HR process.
Suppose if the above suggestion is wrong if followed... Nothing harm be done to yours career graph you can approach the legal cell of your company for redressal.

So roles doesn't matter, job description doesn't matter, boss gives order and piles on somebody else's work and you start obliging because flexibility?

I understand your frustration. However, please confirm what per cent is non-KRA work against total KRA work? If it is up to 10% then be flexible and accept it. If you grumble, your boss may notice it and he may create problems for you somewhere else.
By the way, why not to sit with the boss and discuss this matter. Find out whether any trade-off is possible i.e. for accepting the non-KRA work, find out whether he is ready to reduce your some other work.
By the way, look at the posive side of the doing the work. When you involve in some work, you will understand the intricacies of doing it. Possibly you may commit errors but those very errors will educate you. When you become officer in future, your exposure could help you that time.
