First of all you need to ascertain whether he is from Red Zone/containment zone. (people from red zone/containment zone are to be at their homes only) Depending upon this, you need to take a view.

You should extend his leave with effect from the date when his earlier leave was ti expire. While issuing him letter)e-mail/whatsapp message, you should also give references of all call letters/messages, to which he has not responded.

Dear Bharath,
You asked the contract employee to resume duty within 2/3 days time by mail and convey the date of joining in return mail. Wait till his reply at your end.
You need to go by the terms of contract for payment but since this is a extra ordinary crisis period consider on humanitarian ground.
Is certain days of leave a part of the contract ? If yes, you need to pay full salary by considering the unattended days as a leave with wages.
