congrats for your promotion.
Hr is a very intersting department, and its a job least recognised. So you need to accept this first.
Start with understanding what exactly they want you to do, and what is teh immidiate requirement of company.
Is it hiring peopel, or having a policy in place...etc. Get to the point and how is the requirement prioritised.
Accordingly you can start working

You can get resumes from the internet. Ask your boss to get registered to some job portals like 'monster', naukri etc. You can get thousands of resumes from them.
Also you can do some initial promotional activities and get people send you their resumes to your email id.
Advertising is ofcourse one more way.
Initially you may find it difficult but as you build your data bank you will start to feel more and more comfortable.
So all the best in your new venture
