If a person is working in sales department and his accounts receivable amount is pending from vendors. For that can a company hold someone's full and final amount for that pending sales outstanding amount?

Yes its depend on company, if you were not cleared your no-dues and from your previous company after submitting your resignation.

Yes/It is the responsibility of any sales personnel in any company for realization of amount dues (that is collection of outstanding from the customers) for the sales done by him. Once the collection received then only it can be aptly said that the personnel has 100% met his sales.

It is purely on the management of the company whether to release the FnF, the sales personnel has done his/her duty diligently in some scenario few company must have not paid for the Goods/Services rendered for which I believe the sales personnel should not be penalized. The payment must have been hold/unpaid due to any reason which the receiver can only state why they are not paying/or kept on hold the payment. Maybe the Goods/Service received is not as per the specification/inferior quality for such non payment Sales Personnel cannot be penalized to the best of my belief.

I would endorse the view of Saji. For the simple reason that sales & collection of dues are part of 'ongoing process'. Realisation of dues can take place even without the intervention of sales personnel or account managers. Supposing the 'payments are due after 90 days' of invoice or actual supply installation or commissioning of the equipment supplied. How we can hold the sales personnel responsible and why should be detained after resignation beyond the NP is served. What can only be reasonable in such situation is to ask the exiting person to follow up vigorously to see the dues, to the extent possible, collected before his last working day and let him/her do the follow up full time during the NP. And withholding the F&F settlement is unfair, can only be considered as victimisation.
