Respected Sir, It is noticed that in some company, manager thinks that to reduce or fire someone is HR's responsibility.
But in my point of view, first higher management have to tell him about resignation and then that employee should be send to hr department to clear his dues and other paper work. Am i right?

Yes, you are correct. But that shall not be the case always. In a factory scenario, HR manager has also to play a crucial role in company's production, by way of bringing discipline amongst employees of factory.

The role of HR is to plan, direct and coordinate the administrative functions of an organization which includes recruiting, screening, interviewing and placing workers, handle employee relations, payroll, benefits, training and Exit process.
Accordingly during Exit process the intervention and support of HR is very important to ensure smooth separation. When the separation is due to work errors or insubordination technical / production Manager has to support by providing the necessary evidences and can be part of exit process as part of moral support to HR.
