I would like to know know which job portals have efficient database to search for candidates. I recommended Monster.com and really disappointed. Please let me know what are the best options for gulf database and other strategies for talent acquisition.

First of all congratulations for your new job. And yes I totally agree that Monster.com is a disappointing portal.
I am also working in the same domain and often have to fetch resumes depending upon the profile and the industry we are hiring for. Most commonly used portals by me are listed below for your reference.
1. Naukri.com ( Paid)
2. Shine.com ( Paid)
3. Indeed ( Free)
4 Internshala ( For Interns)
5 Upwork ( For Freelancers, mostly Architects)
6. Glassdoor ( Paid)
7 LinkedIn ( Very effective if you have a good base of connections)
8. References ( If possible)
