The onboarding process should start as soon as the employee is hired ( it will also improve the rate of joining)...
Before Joining
Smoothen the process - give one point of contact for all queries , a buddy scheme will be a great help
You can invite the employee & spouse for a dinner with reporting manager or buddy, even before employee joins ( specially for senior positions)
If hiring in large numbers specially campus recruitments ( create a yahoo group , where they can discuss , the moderator can be a current high performing employee couple of years senior)
On day of joining
Provide an orientation , if induction is scheduled in batches
Buddy should be there to provide basic introduction & answer queries varying from location of washroom to where to have lunch & the work culture of company
The new employee should be guided atleast for first month
HR & Manager should follow up with the employee from time to time ( 1st day , End of 1st week & at the of 1 month)
KRA's should be set & appraisal process explained during this month.
After 3 months , take feedback

Onboarding process should include first the documentation like Joining form and the document list may be - Photographs, ID & Address Proof, Educational Qualification Proofs, Experience Letter / Relieving Letter etc.
After this formality you may have a short induction if it is done at your organization to make the person aware about Company Policy etc and then introduction to his team mates/ Manager. As mentioned by Mr Umesh Pant, Buddy System is the best and the buddy should be made responsible to train the new joinee and make him/her comfortable.
