You can appoint any number of employees as you can since there is no law which describes the span of control, the number of employees per patient, the number of employees per bed etc.
Now if you are looking from the angle of getting rid of some of the employee benefits programs as per statute, there can be answers like, 9 employees to overcome the provisions of ESI Act, Maternity Benefit Act or Bonus Act, 19 to get away from EPF Act or Gratuity Act, etc.

Our is a NGO running hospital with 30 beds. 10 beds for leprosy and the treatment is given on free of cost. 20 beds for HIV/AIDS. Amount is collected for HIV patients. Our hospital is in rural area of Andra Pradesh. How the Minimum Wages is applicable for our hospital. Is there any clause for Rural & Urban in applying MW act.
