PF Withdrawl (advance) amount any polices is there?

Hi Good afternoon to all..
I have been working in pvt ltd company as a HR(Assistant) in chennai
One personnel applied for online pf settlement, he have been working in company last 4 years., so he need withdrawal advance amount Rs.60000/-.
He having Rs.83000 and it seem same amount in his passbook. so i applied behalf of him,at last stage i entered otp , did not go next page like successfully updated that message could not come.
what should i do?
any body well known expert pl help me

for advance only a/c no 1 is considered , after 5 yrs of contribution an employee is eligible for advance ( except medical advance)
