1.Absenteeism and late coming action and section/procedure
2.Conflict & Dispute Resolution action and section/procedure
3. Discipline action and section/procedure
4.Discrimination action and section/procedure
5.Harassment action and section/procedure
6.Health action and section/procedure
7.Interpersonal Communications action and section/procedure
8. Safety action and section/procedure
My General manager tells us to send a notice to the top of all issues .
If he comes late, he immediately send a notice to his home and union office.

Dear Selvaraj,
You have asked for action, section and procedure for so many subjects. It only goes on to show that you need to work under some senior who can guide you at the workplace. Members of this forum or seniors can give replies to the specific queries or the challenges that you face. However, if you ask fundamental questions and that too on wide ranging subjects then it shows the requirements of your job and the knowledge that you possess.

What is the team strength of your HR department? Are you alone responsible for these activities?
General Manager in his capacity can ask you to send notices and letters, but your company should have already got all the procedures ready for sending such notices for lapses of employee.
Please check and act. If you further need assistance draw up some time and go through the labour enactments for taking disciplinary actions.
Being a unionised factory/company you need to be cautious and follow the Standing orders while sending such notices.

As i comprehend your post let begin with 1.Absenteeism and late coming action and section/procedure
First every company have internal policy handbook so you can look with article include and talk about that for eg many firm have redline so if employee pass three absent or late coming in month so they directly notice his supervisor or manager to look what the matter in employee behavior 'why , what the problem' if he faced difficulties in workplace because absent & late coming are consequence of conflict , dissatisfaction and much more if nothing from that , may look the employee lazy and need some penalties and more supervision to bring you back to the company vision and value
