what is the crieterial for MP GOvt for withdrawal pension part?

Are you working in Govt. of MP. If so, you would be covered under the General Provident Fund Rules of MP Govt. The MP GPF Rules state so,
"FINAL WITHDRAWAL OF ACCUMULATIONS IN THE FUND
29. When a subscriber quits the service, the amount standing to his credit in the Fund shall become payable to him. " Accordingly you are eligible. However you may consult any experienced person in this regard.

Yes you can, if you are left the company & afterword if you are not working any where in India after 2 months period, then you can claim PF & Pension amount for the same you have to fill up Form No 19 for PF Contribution & Form 10-C for Pension Amount.
