Dear Umesh,
"So much of stationary" is a vague statement. To solve the problem, we have to define the problem statement clearly.
Who issues the stationery in your company? Is it stores or admins department? While raising the demand for the stationery, is indent given to the either department? If not, then you must start procedure to draw stationery on issue of the indent.
But then we cannot stop at the introduction of indent only. As and when indent for stationery is received, the issuing department must maintain a log wherein value of the stationery issued to the respective department is recorded. At the end of the month, analysis of the stationery indents will reveal which departments are using the maximum stationery.
Thanks,

Dear colleague,
I think you need to make thorough analysis of current usage of stationary as follows:
1 Make ABC analysis of all stationary items in terms of most costly items to less costly and the total value of items consumed.
2 You can apply 80/20 principle, ie 20%of stationary items have 80% of value which will indicate which items to focus on for reduction in cost/consumption.
3 Analyse which items of stationary are consumed most by which dept and why.
4 Explore whether certain printed stationary can be done away with for redundancy.
5. Explore the scope of computerization of certain forms is possible and work can be done on line to reduce paper work.
6 Have this analysis done for past 6 months to study trends of consumption and evolve suitable action plan involving all stakeholders.

Usage of paper has two effects on your budget and on environment.Every paper was part of a tree earlier.
Reduction in paper usage will help environment and off course your budget.
Two learned members have already commented on the issue.
Comments by Learned Shri Nagarkar are to the point and excellent.
Steps to reduce usage of paper:
first
Why should I?
Saves your office money
ecological and environmental reasons
practical steps
Make your bills ‘paperless’ and pay them online .
Save online receipts in a folder on your computer.(take adequate back up on another disk/cloud etc.
Use Print screen, paste and put it in separate venodr wise folders.
Use paper both sides.
Send reply on same letter itself on unimportant and routine matters. No need to keep file copies for ordinary matters.
Electronic storage is important along with double back ups.
Take only online subscription for magazines and news papers even in office.
Printing
Think before you print
Electronic document collaboration is superior to paper document collaboration.
Use Google documents more often.
Email is better than paper letters and server always will have a copy of the letter.
In your business card better give only email ids to reduce paper pamphlets, promotional material etc.
Other ways are budgeting, examining trends of consumption and economising etc.
Offices must cut down on paper use for economy, environment and to avoid accumulation of junk.
