As far as I am given to understand, neither the Central Govt., nor any State Govt., has so far increased the minimum wages in respect of any scheduled employment to such an extent under the Minimum Wages Act,1948. Though some Trade Union leaders suggested such a flat revision of minimum wages for any industry on all India basis not below Rs.15000-00 pm, the demand does not find favour with any Govt so far.

As explained by Seniors, said notification is related with payments of wages act. It does not relate with minimum wages by any means. By way of notifications, govt has increased the applicability of payment of wages act to those employees who draw wages upto Rs 24000. For those who withdraw wages more than 24000, any rules made under POW act would not be applicable to them. Wordings of section 1 sub sec 6 is given below for you reference, which are amended by govt;
(6) Nothing in this Act shall apply to wages payable in respect of a wage-period which, over such wage-period, average twenty four thousand rupees a month or more.
I hope your query has been resolved.
