Dear Srirashmi,
Many times, because of the nature of the work, need for dual reporting arises. Most of the time one is functional reporting and another Admin one.
Imagine a situation wherein Head SCM of India operations reports to the Global Head of SCM. In such a case, Global Head will design the KRAs, issue work-related guidelines, will ensure that the work related to supplier selection or delivery of the material etc is as per the SOP.
On the another side, there could be another person heading for India Operations. Head SCM of India operations needs to report to him also. While he may not give directions related to purchase function but he will control basic requirements like leave, attendance etc. He might give guidelines to Head SCM of India Operations about the upcoming projects, local requirements if any, etc.
Dual reporting happens in MNCs for Finance, Customer Service, HR and so on.
Thanks,

Dear Srirashmi,
It is better if both the bosses decide on the KRAs of their reportee. Functional KRAs may be decided by the functional head and Admin reporting authority may decide about the requirement of local KRAs, if any. Nevertheless, it is important to consider that local authority allots work where the junior spends time but the consumption of his time does not get accounted.
Sometimes, managing two bosses is traumatic. Therefore, it is important to ensure that the junior does not get pulled apart in fulfilling expectations of both.
Thanks,
