Dear Sathish,
To my knowledge, the minimum wages fixed by the Govt of TamilNadu in respect of the various scheduled employments comprise of only two components viz., Basic and Dearness Allowance linked to the particular Cost of Living Index specified in the G.O.
If your industry wage structure comprises of several components like the ones mentioned in your post, first, you have to be careful that any of such components does not fall into the excluded items from the definition of "wages" u/s 2(h) of the Minimum Wages Act,1948. So, do make a critical analysis of the components other than the mentioned basic and HRA.
Second, you have to ensure that the sum total of your industry wages sans the excluded components does not fall short of the sum total of the minimum wages fixed by the Govt any time due to the periodical raise in the cost of living index prescribed.
