as regard jurisdiction, all industries, mine, railways, central road organisation etc., comes under central labour commissioner, enclosed please find chapter 2 the jurisdiction, and another jurisdiction related to tamil nadu for ready reference... since, I could not upload attachment I do give here the thread clc.gov.in/clc/min-wages

Besides Central Government Public Sectors like Banks owned by Governments, BSNL, BHEL, Coal, Railways, Insurance Sector etc, licensing of some industrial sectors eg. Telecom Industry, Petroleum Industry, some mining industries are exclusively controlled by the Central Government and accordingly such industries fall under the jurisdiction of Central Labour Commissioner.
In Constitution of India you will find 3 lists (a.) Central List - This mentions departments exculsively controlled by central government, (b.) State List - departments exclusively controlled by the State Governmebs, (c.) Concurrent List - where both the governments have authority.
You can find reference from the Constitution of India.
