Rahul,
Suspension pending inquiry means he is continued to be in your roles hence he is not eligible to withdraw the PF amount. Hope you are obtaining acquaintance for the subsistence allowance & filing. Till he resigns or get terminated by the organization he continued to be in employment and even after that he need to wait for 2 months from the date of exit from the employment hence simply deny.

He can take pf loan if eligible but cannot claim full pf as he is still in employement.
