Generally speaking NO. But the nature of job needs to be considered and not just a designation.

designation is not important. if major part of responsibilities are supervisory and salary is lower then limit prescribed under act then only a person can be deemed to be supervisor. otherwise in few matters even manager has been held to be a workman
