Two besic criteria
1) employee has been contributory for 10 years of service
2) have been retired and is 58+ of age
if both are confirmed then file form 10D, EPFO will issue PPO and monthly pension will start

after getting retired the employee is eligible to submit claim form 10D remember that retirement comes AFTER 58 yrs of age as per EPFO
Now It's clear that if one fulfil twin condition i.e 10 yrs contribution & age of 58 yrs and above entitled for PF pension.
