Dear Friend,
If your management does not want to continue that employee to work further in the company, accept his resignation immediately referring his resignation
Now It is better to pay him Notice Pay amount immediately by taking management approval because he has given his date and timings and complied as per appointment terms but management wish some thing another.
In this situation, deduction of Notice Pay does not arrise.
Thanks

If that outgoing person was informed that he will be relieved on 7th July, this means notice period is condoned by your management. Simple, you reach the person who has permitted his relieving on 7th July, request him to simply write on his resignation letter a remark"Resignation accepted, please relieve him on 7th July."
After this, no deduction of Notice pay is required,. You prepare his FnF based on No dues certificate and relieve with actual worked days paid, leave encashments ,and such other unclaimed dues.
