You cannot file a case against your employer just because your contract is not renewed. If the contract period has expired, you are not an employee. There is no compulsion that you should be given employment for a further period.
yes, you can ask for the last month salary, if not paid or the amount retained by the company. For that you can first approach the Labour Officer. If you have been employed for the fixed period in a managerial role, don't go to Labour Office or labour Court because they cannot help you in any manner.

For getting back your salary which is unsettled and unpaid by your employer, then you may issue the commercial winding up petition if they are a company if not then issue a notice informing them about initiation of summary suit.
You can also opt for criminal breach of trust and approach local police station to file an FIR.
If you are in Labour Cadre then you may also approach Labour Officer.
