To settle your query, let me put it this way. Shape of a curve depends on the how to assign the percentage to various categories. For example, consider the following percentage:
Excellent: - top 10% of the total strength
Very Good: - next 20
Good: - next 40%
Average: - next 20% and
Poor: - next 10%
In the Forced Distribution, the persons are forcibly fitted in some of the category. When you draw a map, you get a "Bell Curve". However, if you assign 20% to all the categorise, obviously bell shape will get converted into a straight line.

If the bell curve is a straight line, then, it is simple, that a performer has not been appreciated nor has the under-performer penalized. May be you may not have a curve exactly like a bell, but no curve means that all are equally performing and all are just the same.

Did you ever ask yourself about the contradiction in your question?
Regardless of your company's population, when you forced distribute it, it will have to follow the curve according to the mandated % for each designated performance level/ area.
So it will remain a curve, unless you changed the quantities! But then, if you change the prescribed quantities,it will cease to be called a Bell Curve.
