My appointment letter says any shortfall in notice period can be adjusted in lieu of payment however new policy on notice period says notice period cant be waived off.does that mean notice period can not be bought out

The amendment makes it clear that you have to serve notice period and cannot buy it out.
Have they spoken or consulted with employees whose original terms and conditions permit buyout of notice period.
You can put your POV to management in nice and polite manner.

My appoint letter say that employment can be terminated by either side by one month notice or payment in lieu .However my company revised the terms last year.it has revised it to 2 months and says waiver of notice period is not possible.Does that mean i cannot buyout any shortfall in notice period

The information provided is not sufficient to suggest on this matter. In general, the management reserves the right to waive off the notice period when an employee submits resignation. Alternatively, employee may also approach the management amicably in the event of his inability to serve the notice period as per the policy or what is mentioned in the appointment order. It is all about how honestly one projects his case to arrive at win-win situation.
