As the operators who runs the vehicle dosnt come on time we planned to send our manager and work there from the coming days but he is refusing could we send him to work there and pls give me formate to tell him to work there or is there anyother conditions

Sir actually our vehicles like cranes we have given in hire basis in contract basis and we have to give drivers for the crane as the drivers are not working properly and they don't come on time so the hiring company have asked to send some person to handle these problems from their sight so we have planned to send our manager there but he is refusing for so am asking could we send him and pls do give me a formate of letter for it.

If he can get conveyance allowance or transport to visit or inspect the working at that place, how can the Manager refuse??
Plz inform him verbally, or if he is required to claim any TA for the purpose then a letter from the Competent Authority can also be sent.

Send one person can mean any staff. It need not be the Manager. What is his work profile ?? Is he connected with this as per his job Description ???

In that case, if he is supposed to handle these, ask his Boss or reporting officer to convey the instructions to him.
You can also issue an order with the wordings, like....
".....you shall be present at the site at the beginning of shift, to ensure the availability of vehicles and take appropriate action......"
Please also ensure that he gets the usual conveyance, as per your rules, for visiting the site.
Also, how he will mark his attendance, that also must be ensured.
Another point is, some serious punitive action needs to be taken against the Drivers for thgeir lapses in performing their duties.
