Currently I am working as a sub vendor for many consultants.

Shweta,
First and foremost you have to start by developing new contacts in the industry. Since you know that you already have the database of candidates from a particular city, start targetting 4 to 5 new clients whom you have never contacted every week. Call the office and you will land at the reception or security. Chances are that you will get a reply saying that the HR is not in his seat or he is in a meeting. Get her/his name. Pursue again till you succeed talking to the right person.
Obviously, you cannot go to the clients where you are already working as a sub-vendor since it may breach the non-circumvent clause with your contractor.
